firstly the quote is a guide indicating a journey, implying movement from one state to another. we can say one state is marred with doubt and error which could be defined as false reality, the other free from falsehood therefore the domain of clarity and truth.
secondly i guess they are saying there is a destination, that river of knowledge. it's the crossing that is tricky, or is it?
the extreme philosophies mapped the path, so does the middle way, only it's a long road. shortcuts are psychedelics, magick and trauma but there is risk attached to these, and a high fail rate, often these paths allow us knowledge of the other side, that there is an ultimate truth but the hard path is staying within that knowledge and applying it. that's possibly the river.
